Referring to the conversation which

I had with the Rt. Hon. Austen Chamberlain and yourself recently, knowing how busy you are I thought that in order to save time before we meet again, I w uld put down my ideas in the form of a memorandum, which I beg to enclose herewith, in duplicate. I shall feel most grateful if you will be good enough to lay this before the Rt. Hon. the Secretary of State for Foreign Affairs for his perusal.

I intend leaving this country for the Continent on or about the 21st instant, prior to

returning to China. When we meet we can discus?

the subject of the memorandum and I can answer

any questions you may wish to put.
